Forklift Driving Permit (FDP)

1. How do I apply for the FDP? 
All FDP application shall be submitted online via the FDP application portal. All FDP registered companies will be provided with two user credentials to access the system. For new FDP registration companies, please note that full company details shall be declared to CAG for user account creation. Please contact CAG personnel above for assistance.

2. What are the fees involved? 

Depending on the applied duration, a minimum fee of S$10.70 (inclusive of 7% GST) per applicant per permit shall apply. Online e-payment can be made through the following link: https://www.merchantsuite.com/pay/MS283834?billercode=1015908.

Alternatively, Payment by cheque should be crossed and made payable to "Changi Airport Group (Singapore) Pte Ltd” via the following channels:

Changi Airport Group does not accept cash payment for the FDP.


3. What is the FDP application procedure?

Applicant has to submit his FDP application online.

Upon submitting the application online, applicant shall be informed by system to perform payment.

Changi Airport Group will process the application only upon receipt of the payment. (3 – 5 working days)

Applicant will receive a system-generated email upon approval by Changi Airport Group with the method of collection.

4. What is the validity period for an FDP?

The FDP shall be valid for a minimum of one year. 

5. How do I renew the FDP upon expiry? 

For existing FDP holders, registered companies may renew the FDP under the "FDP Renewal" option. For first-time applicants, please see Questions 1 to 3 for application and payment procedure.

6. Will I receive reminder letters / emails when my FDP is due for renewal? 

Email renewal reminders shall be sent to existing online application only. All companies are required to update the email address in the system to ensure receipt of system-generated email reminders.

7. How do I apply for a carpark lot in the Changi Airfreight Centre?

8. Where are the hourly parking lots available? 
Hourly parking is available in:

  • Changi Cargo Agents Megaplex 1 basement carpark.

11. What are the criteria to fulfill in order to rent a warehouse / office unit in the Changi Airfreight Centre? 
You have to be a registered company, operating activities such as logistics, freight forwarding and warehousing in the warehouse / office unit applied for. Please refer to our allocation criteria list for other requirements.

14. What are the documents required to submit for application of a warehouse / office unit?

  • Application form (Changi Airfreight Center)

Shipping Dangerous Goods / Munitions of War by Air

15. What are Dangerous Goods? 
According to the International Civil Aviation Organization (ICAO), Dangerous Goods are articles or substances which are capable of posing a significant risk to health, safety, property or the environment. ICAO has classified Dangerous Goods into 9 classes as follows:

Examples of Dangerous Goods include fireworks, poisons, pesticides, batteries, paints, magnets, biological specimens etc. Dangerous Goods have specific shipping and packing requirements which are detailed in the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air.

16. What are the legislations governing the transport of Dangerous Goods by air to / from / through Singapore? 
Paragraph 42 of the Air Navigation Order (ANO) under Chapter 6, Section 3 of the Air Navigation Act stipulates the regulation of Dangerous Goods carriage by air to / from / through Singapore. This makes extensive reference to ICAO Annex 18 and the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air. If any person contravenes the provisions in paragraph 42, he shall be liable on conviction to a fine not exceeding $5,000 or to imprisonment for a term of one year or to both, as specified under Part XI paragraph 80 of the ANO.

17. What should a shipper do if it is unsure if its shipment by air is classified as Dangerous Goods? 
If a shipper is uncertain on whether a shipment should be classified as Dangerous Goods, the shipper should contact the supplier or manufacturer for information on the physical and chemical properties of the goods. The shipper should then approach a freight forwarder or airline, and seek advice from personnel trained to handle Dangerous Goods cargo on the necessary shipping requirements.

18. What are Munitions of War? 
Munitions of War refer to weapons and ammunition designed for use in warfare or against persons, including parts designed for such weapons and ammunition.

19. What are the legislations governing the transport of Munitions of War by air to / from / through Singapore? 
Paragraph 41 of the Air Navigation Order (ANO) under Chapter 6, Section 3 of the Air Navigation Act stipulates the regulation of Munitions of War carriage by air to / from / through Singapore. Munitions of War are forbidden to be transported by air unless specific exemptions are given by Changi Airport Group.

20. What should a shipper do if it wishes to transport Munitions of War by air to / from / through Singapore? 
Shippers wishing to transport Munitions of War should first contact a freight forwarderor airline for information on the documentation requirement. Changi Airport Group requires airlines to submit the respective airway bill, invoice, import / export license and end user certificate for a shipment of Munitions of War before Changi Airport Group will consider granting exemptions for its carriage by air to / from / through Singapore.
