Tax Refund
Tourists may claim for refund of the Goods and Services Tax (GST) paid on goods purchased from retailers participating in the Tourist Refund Scheme. Please note there are eligibility criteria and conditions.
There are 2 GST refund operators in Terminals 1, 2, 3 and the Budget Terminal, namely Global Refund and Premier Tax Free. Simply spend $100 or more at any ONE shop carrying 'Tax Free Shopping' or 'Premier Tax Free' logo, and obtain a refund cheque/voucher from the shop. Show the goods together with the refund cheque/voucher, receipts and passport to the Customs officer who is located in the Check-in Hall. You can choose to have your refund in the form of cash, credit card, or bank cheque. For Global Refund customers, you can also opt for Changi Shopping Vouchers and receive an additional 10% on your refund value.
A handling fee will be deducted from your GST amount for the refund service. DFS administers its own cash refund system and similiar rules apply.

For Bulky Goods or Goods to be Checked-In
Please approach the Tourist Refund Counter at the Check-In Hall of your departing terminal. Present the goods; duly completed refund form; your passport; and confirmed air-ticket.
Upon obtaining endorsement on the refund form, please either:
- Clear departure immigration and proceed to the counter of Global Refund or Premier Tax Free if you are holding Global Refund Cheque or Premier Tax Free Voucher; or
- Mail the refund form back to the retailer to process your GST refund, if you have purchased from a retailer operating the Tourist Refund Scheme on his own.
For Hand Carried Goods
Please clear departure immigration and approach the Tourist Refund Counter. Present the goods; duly completed refund form; your passport; and confirmed air-ticket.
Upon obtaining endorsement on the refund form, please either:
- Proceed to the counter of Global Refund or Premier Tax Free if you are holding Global Refund Cheque or Premier Tax Free Voucher; or
