Steps to obtaining an ADP



1. Applicant must possess at least a valid Class 3 Driving License issued by Singapore Traffic Police or equivalent State Driving License issued by a Regulatory Authority recognised by the country of issuance.



2. Attend the Airfield Rules and Regulation Course conducted by CAG approved training centres below:

3. Register for an account and book an appointment here with the Airside Driving Centre (location Airside, Terminal 2, below F50). Please bring along the original copies of the following:
a. Completed Application for Airfield Driving Permit Form, with the necessary documents. For more information, please refer to the Conditions of Application attached in the application form.
b. NRIC/Work permit
c. Class 3 Driving License issued by Singapore Traffic Police or equivalent State Driving License issued by a Regulatory Authority recognised by the country of issuance
d. Airport Pass
You may book for your Airfield Rules Test (theory test) during the registration process.



4. Pass the Airfield Rules Test, by understanding the contents of the Airside Driving Theory Handbook which you may download here.



5. Book for the Airfield Driving Safety and Compliance Test (practical test), conducted by a driving examiner. Your employer must provide a Class 3 motor vehicle that is in good mechanical condition and posses a valid Airfield Vehicle Permit.



6. Upon passing the Airfield Driving Safety and Compliance Test, you may apply for the Airfield Driving Permit. The permit will be valid for 1 or 2 years period.
Renewal of ADP
Airfield Driving Permit can be renewed three months before their expiry. To renew your Airfield Driving Permit, kindly attend the Airfield Rules and Regulations Refresher Course conducted a CAG approved training centre.

AIRSIDE VEHICLE PERMIT
Procedure to obtain an Airside Vehicle Permit (AVP)
Registration of New Vehicle
1. Send in the completed Registration of New Vehicle form to avp.adc@changiairport.com. You may download the form here.
2. Attach a copy of:
- Vehicle log card or equipment specification for non-LTA registered vehicle
- A coloured photo of the vehicle (4 views: front, sides, back).
- Entire body of the vehicle down to the waist and front portion of the vehicle shall be painted white, except for operational vehicles belonging to government agencies.
- Vehicles belonging to CAG Airport Emergency Service Division shall be marked with the distinctive colour of the Airport Emergency Service Division.
- Horizontal surface of the vehicle body to reflect the company’s logo, bearing company’s name at the lower half of the body.
- For construction vehicles, the body colour need not be white If there is a checkered flag (red and white) displayed at the highest point of the vehicles.
- For vehicles entering the taxiway and runway, the entire body of the vehicle must be painted yellow.
- Tenancy Agreement, if you are parking in the airside when the vehicle or equipment is not in use
Application take 3 working days for processing. You will be issued with an approval letter once the vehicle is registered.
Application of Airfield Vehicle Permit
1. Upon receipt of the approval letter, you may book appointment here, to apply for the AVP at Airside Driving Centre with the following documents:
- Completed Application Form for Airfield Vehicle Permit
- Approval letter
- Insurance covering Changi Airport Airside
- Vehicle log card or equipment specification for non-LTA registered vehicle
- Inspection certificate issued by vehicle inspection service provider licensed 6by Land Transport Authority of Singapore. Certificate is valid for three (3) months from date of inspection
- Obstacle light specifications
- MOM LM certificate & operator’s certificate for scissors lift, boom lift and crane
- Tenancy Agreement, if you are parking in the airside when the vehicle or equipment is not in use
- Commissioning Certificate in line with SAOM/JIG (for new CHIPS & JAS bowsers and dispensers only)
- CAAS height restriction approval letter for lifting cranes
