Free Singapore Tour (Suspended Until Further Notice)


You may just be passing through this tiny island-state, but you can still discover Singapore’s sights and sounds, and rich heritage on a Free Singapore Tour. If you have at least 5.5 hours to 24 hours to spare till your connecting flight, join one of our free 2.5-hour guided tours. 

There are two bus tour itineraries (seven times daily) which each include two short photo stops at famous landmarks; and one walking tour itinerary (two times daily) to Jewel Changi Airport, featuring some of its attractions

If you have more time to spare, or have a long layover, you may want to consider a Changi Stopovers package instead, and take your time to discover this beautiful island.


  • You are a transiting passenger of Changi Airport.
  • Your layover period is at least 5.5 hours but less than 24 hours, and your flight schedule fits with our tour timings (refer to Tour Itineraries below).
  • Upon arrival at Changi Airport, please remain in the transit area and do not clear Arrival immigration as the Free Singapore Tour service counters are located within the transit area.
  • You can either enquire with us directly, or make a pre-booking (more details in FAQ Question 6 below).

  • Passport, boarding passes, valid entry visa and tour booking confirmation (if applicable) are required for registration. Eligibility to participate in the tour is subject to visa entry requirements stipulated by the Immigration and Checkpoints Authority of Singapore.
  • If you have bulky or wheeled cabin baggage, you must leave them at a Left Baggage counter before joining the tour.
  • Availability of seats is on a first-come, first-served basis.
  • Tour itinerary may change, depending on weather and traffic conditions.
  • Transiting passengers are allowed to enter and exit Singapore once during their layover period, as per guidelines stipulated by Immigration and Checkpoints Authority of Singapore.

Our tours are conducted in English. We also have Chinese audio guides available. If you require an audio guide, please inform our friendly staff on duty when you sign up for the tour. 

Depending on the issuing country of the passport you are holding, passengers of eligible nationalities enjoy visa-free entry into Singapore. Please click here to find out if you require a visa to enter Singapore. If you require a visa to enter Singapore, it is advisable to get one for seamless participation in the Free Singapore Tour.

Visa Free Transit Facility (VFTF)

Passengers of eligible nationalities may also qualify for VFTF if prevailing entry requirements are met. Assessment for entry is determined by the Immigration and Checkpoints Authority (ICA) officers at the point of entry. For more information, please click here.

Please note that extension of stay for transiting travellers under the VFTF is strictly not allowed.

Yes, as joining Free Singapore Tour requires you to clear through Arrival Immigration. For a seamless experience, you are encouraged to complete the online Singapore Arrival Card up to 14 days pre-arrival, or immediately after successful tour reservation.

You do not need to submit a paper arrival card if you have done the above.

Yes, there are two ways to do so.

  • Singapore Airlines and SilkAir passengers* (SIA) may pre-book the Free Singapore Tour. If you are eligible based on the tour timings and are travelling on these two airlines, you may contact your local airline reservations office to pre-book the Free Singapore Tour. The airlines accept reservations up to 72 hours in advance.
  • If you are not travelling on the above two airlines, there are limited seats available on this website for online booking. You can click through the preferred itinerary above and ‘Reserve Now’ directly. Upon arrival, please report to the nearest Free Singapore Tour service counter (do not clear Arrival Immigration) by the stipulated time on the tour booking confirmation.

Alternatively, you can enquire with the Free Singapore Tour service counters upon arrival. They are located within the transit area and availability of seats will be on a first-come, first-served basis then. 

*Exceptions apply. Please check with the airline office(s) on local regulations and restrictions.

You acknowledge and agree to the Terms and Conditions of Free Singapore Tour. 

Unfortunately, no. For all tours, passengers must report to the meeting point (Free Singapore Tour service counter) one hour before the start of the tour. After a short briefing, you will clear Arrival Immigration as a group. If you arrive after the registration cut-off time, you will not be able to catch up.

The 2.5-hour Free Singapore Tour is a guided bus tour catered only to transiting passengers of Changi Airport who have a layover period of at least 6 hours but are staying in Singapore for less than 24 hours. If you are visiting Singapore, and have already cleared Arrival Immigration, you are not eligible for the Free Singapore Tour.

Passengers below 18 years old are not allowed to join the tour alone unless accompanied by an adult. This is because all passengers have to sign an indemnity form prior to the tour and the form requires signatories to be 18 years old and above. 

For the Heritage and City Sights Tours: The Free Singapore Tour bus is a wheelchair-accessible vehicle with a roll-up ramp. Due to space constraints, each tour can only allow one wheelchair passenger on board. The said passenger needs to fulfil the following requirements:

  • He or she is accompanied by a travel companion. 
  • He or she has their own wheelchair for the tour, as the airport or airline's equipment cannot be brought out of the airport premises.

For the Jewel Tour: Unlike the Heritage and City Sights tours, which are conducted on a tour bus, the Jewel Tour is a walking tour. Due to the program of the Jewel tour, it would not be suitable for wheelchair users. 

However, Jewel Changi Airport is wheelchair-accessible, and interested passengers can still visit it at their own leisure. 

You may join only one tour because transiting passengers can only enter and exit Singapore once, as per guidelines by Immigration and Checkpoints Authority of Singapore (ICA). Joining more than one tour would mean that you would clear immigration twice during your layover, which is not allowed.

Passengers on the downtown itineraries (Heritage and City Sight tours) have to stick together as a group and it is not possible for passengers to stay behind in the city or break away from the group. The Free Singapore Tour bus brings everyone back to Changi Airport Terminal 3 at the end of each tour. The tour guide will then bring the group to the area right outside the Departure Gates, and assist relevant passengers with returning to the transit area.

  • For those with more than 2 hours till their connecting flight, you can choose to remain on board the tour bus which will make a stop at Jewel Changi Airport after Terminal 3. 
  • For those who join the Jewel Tour, your tour guide will check if you prefer to stay in Jewel or follow him/her back to Terminal 3 at the end of the tour. 

While enjoying Jewel leisurely, passengers are responsible for their subsequent flight check-in and security procedures in the respective terminals.


No, passengers with a non-transit hotel booking are not allowed to join the tour.

Transiting passengers need to clear Arrival Immigration to access your non-transit hotel, and as per guidelines by Immigration and Checkpoints Authority of Singapore (ICA), this can only be processed once.

Since Free Singapore Tour is a transit offering, our staff and meeting point are located in the transit area. Those who have used up their one-time Arrival Immigration by going to the hotel, are unable to meet the rest of the tour group in the transit area and clear through immigration again with everyone.

For convenience, passengers with a long layover may like to consider booking accommodation in Changi Airport’s transit hotels. For more information:

We understand that you are excited to be on the tour. However, please be considerate to your fellow tour participants as everyone is a transit passenger and has a connecting flight. As such, upon tour guide and tour group's unanimous decision, the tour bus would leave without latecomers.

No compensation will be offered to any latecomer who has incurred additional expenses due to his/her late return.
